Yes you can trim them. You might also want to check the roots and make sure there aren't any rotten ones. If there are you should trim them off as well.

Yes, it is a good idea to remove them. It shouldn't affect the plant all that much in a good or bad way since the stalks are dead, but it does give new stalks more room to grow and makes the plant look better. It's also a good idea to prune stalks that are near dead. Near-dead stalks since they are still alive will still sap energy from the plant. And since they are going to die anyhow, it is best to prune them off. The only time you don't want to prune them off is when the plant has very few stems left. It needs live stems to continue photosynthesis and to keep growing. Getting rid of near dead stems on a plant that has very few stems left may kill it if it isn't already dead.

YOu have to be careful cutting things off orchids that look dead. They tend to have stalks on them that lose their leaves but are still alive. What you could do is prune them off and try to root them ....then you'd have more orchids

cut the dead off, thats called pruning, getting rid of the dead helps it grow quicker
