I'm applying to a college in NYC and for the first year I'm going to live in a dormitory. The application tells you where the dorms are, but not about the neighborhood and surroundings. So, out of (living on)

8th Street
13th Street
20th Street
Union Square
William Street

Where would you rather live?

All the locations are good--but I would select based on how close the dorm is to the library that you would use most often, as well as other facilities like the gym. Sounds like you're applying to NYU--the 8th street dorm is closest to Bobst library which is the general library, Coles Sports Center and many of the buildings which hold classes. 13th street and Union Square are really not that much further away from the "campus." 20th Street is closer to the NYU Medical Center so if thats where you'd be taking most of your classes then that might be more practical for you. As for William Street, that is the financial area--you'd be taking the NYU shuttle or the subway. It will have less of the amenities of the other areas and may be less trafficked at night--something else to keep in mind.

Union Square for sure, but if you're not used to city life, its very easy to get caught up. Be careful and good luck.

I'd go with Union Square too. It's more fun and there are better stores and stuff around there.

They are all decent places....each with a different feel. All are safe. If possible you should visit New York before you select. You should try to find what is right for you.
