Make sure your HVAC system is not set on "recirculate". If your windows fog up all the time, it probably is. You want outside air coming in to the car. Also, if it's very humid (like on rainy days) use the AC.

you might have 2 problems, first the heater core might have a slight leak or you have mildew around the evaporator in the ac. system. if it fogs up after you use the a.c. system your problem is usually mildew. you can take your car to a a.c. repair shop and they have a mildew cleaning kit that will kill the bacteria and clean the system without tearing it all apart.
