How difficult is it to get jobs within your local Council?

Ive been told that the majority of posts made publicly available are virtually impossible to get, as even though offered externally, they are almost always offered internally, what is the point of this?

I mean Public sector jobs! local authority posts advertised within certain sectors of your local council, i.e Social Services, Care homes, refuse collectors etc

What do you mean by "local council?" first of all.

City Council members are elected usually, not hired.

Not certain if this is what you are talking about.
