Haha..if you want to tap on your neighbour's network, then you can save on that router money. But nowadays, people are getting smarter, they all have that encrypted password to their routers!
Basically modem is a basic need for the transmission of your internet signal. Router is more of like a postman to route your signals to various devices (e.g multiple PCs). and both can exist together as one. For your case, you can purchase a wireless modem.
