when i was younger we used to phone the operator from the local phone box (in the era b4 mobile phones) and say
'hello i just fell of the eiffel tower onto a bicycle with no seat and also scratched my finger'
or just used to ask for stupid numbers like wats the number to the farting club and stuff like that.

For me and my friends, we use to call someone and tell them we were from the phone company and that we are going to be working on the lines for a few so please dont answer the phone or you will electrocute the guy working on the line..then we call back they answer and we start screaming like crazy...lol we loved that one!

Phone up QVC.... or another crappy shopping channel... and when they pick up just start humming, when they ask you again if they can help you... tell them you're just browsing.....
Alternatively... find as many people with surname Butler... and at 4am call them yelling "Butler, get those bloody buses out" (on the buses....you'll only get this one if you're British)

Have you tried visiting the local library, helping with Habitat for Humanity, volunteering at the local shelter or soup kitchen, visiting the sick or elderly, new hobby, go around the neighborhood and see if anyone has any odd jobs...............

me and my friends used to call and leave msgs on answering machines that had a couples name on it and say what a great time we had last night...or pretend to be a doctor and say congradulations on the pregnancy.
or call people and tell them they owe you money.
