this is an interesting question. really honest of you to ask too cos it must be confusing and i know exactly what your talking about.
i think sometimes women feel like they need and want to be noticed when they go out cos its a little ego boost..... a confidence thing. nothing wrong with that.
additionally, its really nice to feel sexy and attractive within your own skin. its nice to look in the mirror before you go out and feel beautiful.
however.....
when you do start getting the attention that such clothes will naturally attract then you start to feel self conscious and like you dont want to be on display anymore.
additionally, some men...... and i do mean only some...... can make you feel really horrible and can also be terribly intrusive if you are wearing particularly sexy clothing.
essentially you cant blame people looking at what is so obviously on show........ but, no one has the right to make someone else feel uncomfortable just because of what they are wearing.
girls shouldnt have to wear something plain in order to deflect stares......... additionally women should realize that if they wear something revealing they are probably going to get stared at.

I think they wear low cut in the hopes of getting a guys attention. And once they have his attention, the guy should stop staring at her chest, but some of them cant. And if you were to ask them what her face looked like, they could not tell you. Oh my gosh, some men are such preverts. That is why I usually wear a baggie blouse! Giggle, giggle.

I can see if a man glances at them, but they don't have to keep staring at them continuosly as if the woman didn't have a face. I am sure that would bother any woman.
