You can go fishing with out one in most states if you are under 12 years old but in some states like Montana and California you can fish with out one if you are under 10 years old it just depends on what state you are in!

Depends what state you live in. michigan it is 18. under that you do not need one. In others it might be lower. And it depends on what fish. If you go way up north for smelt dipping (fishing) that is or was, last I knew 18. However if you fish out of a local pond that you seed yourself you do not need one.
