Columbia College, Roosevelt, DePaul and Northwestern all offer degrees.
Chicago is a great acting town, especially if you're young and starting out. There a million small companies doing interesting work - most don't pay much, if anything, but can be great experiences. If you're already an established actor, with your union cards, Chicago can be challenging - much harder to break into.
Chicago also has a terrific improv scene, the best in the country, really.

Chicago has THE BEST improv scene in the country. Its famous for it. So, yeah, its a great place for acting. They have a lot of troupes and they do a lot of really cool pieces.
It also has some great schools. The two best, I would say, is Columbia College - which my friend goes to and LOVES - and Northwestern, which has a great theatre program.

Columbia College. Chicago has Second City, so yes, I guess it might be a good town for acting. For live theater it would deifnitely be NYC, but for television, LA is it. And remember, that field is VERY difficult to break into and succeed. The odds say most will not.

The Theatre School at DePaul University (formerly known as The Goodman School) has always enjoyed a reputation as one of the top-notch training programs in the country. I've worked with dozens of Goodman/DePaul grads over the years, and have always been impressed.
Chicago has ALWAYS been known as a great town for live theatre; second only to New York. If, however, your main area of interest is either film or TV...I'm not sure that's your best option.
