In age group track, there are 3 divisions that cover the ages you mention:

Pee Wee 8 and under
400m - 1:30
1600m (1.6km) - 8:00

FYI (Pee Wee generally doesn't run distances longer than 800m)

Bantam 9-10 yrs
400m - 1:25
1600m (1.6km) - 7:00

Midget 11-12 yrs
400m 1:10
1600m (1.6km) - 6:00

These times reflect athletic children in relatively good shape.

The real answer lies within how good that kid want's to be good and if he's dedicated he will be amazing(1:00-1:05), but if he's just average joe he will run like everybody else(1:15-1:25). For the mile, it's the same; Dedicated= 5:30-5:50 and Average Joe= 6:25-6:50.
