Water can flow in two states: Laminar Flow or Turbulent flow.

In either state, water can mix with other forms of matter such as other liquids, solids, or gasses like air. All of these additions to water in combination with its type of flow, i.e. turbulent over rocks in a fast moving river, can server to change its opacity, or how transperant water looks. In the case of a fast flowing river through rapids, this is the mixing of turbulent fowing water with air creating air pockets and bubble in the water that diffuse light in random directions, causing the water to look white.

The colour of water does not change unless something is added to it. In open clear oceans you will see blue water becoz it reflects the colour of the sky. In still rivers you will se the blue colour if the water is clean. If the water has algae or other organisms in it you will see the color green.

Similarly when the water flows rapidly it gets sloshed around a lot and mixes with the air on its surface. This produces tiny air bubbles under the surface which give the appearance of white color.
