without knowing what kind of tranny you're talking about, it could be anything from the linkage to the torque converter.

It could be the vacuum modulator valve or a vacuum leak to the valve.The valve raises the shift points under low vacuum conditions(wide open throttle).The hose may have been knocked off at the oil+filter change.

It may be as simple as changing the filter and flushing the tranny not just changing the fluid.

Yes there are many things that can do this.
Low Fluid
sticky valve body
bad clutch seals
leaky governor
and more

Valve block needs repaired/replaced/rebuilt if it's an automatic tranny... new clutch plate, pressure plate and throw out bearing if it's manual
