Pretty much. But not all of them are black, some dominicans are lighter.

The Dominican Republic is full of many dark people. Yes..they do look black African at times....But yes...They speak spanish. So in short...yes...you are right. But there are other lighter colors too.....not white...just lighter.

The official language in Dominican Republic is Spanish.
Most dominicans are black, but not all of them.

if you are wondering why theres blacks who speak spanish ..
well Blacks are just restricted to speakin english.. lol..
theres alot in Haiti who speak french.. and theres a lot in France ..
alot in Brazil who speak portuguese .. etc

Well, they are Hispanic and they are Black.
I don't know what you mean by "really just..."
They aren't trying to "pull one over on you" or anything!
Hispanic is a language and cultural designation. Hispanic is not a race!
