If travelling from england anywhere hot is a long way away and therefore not cheap in December.
tenerife or the canaries are nearest and you might get bargains. It is very safe.
Further afield try the Carribean or Thailand in the other direction. This is the peak holiday season for both so unlikely to be cheap but there are always bargains to be had.
South Africa is another option.
Id steer clear of Egypt this year.

Hot? Cancun. Get an all inclusive and you can usually get a good flight deal as well. You may have to attend a presentation, but it's worth it for the deal. Try Southwest Fun fares.
Warm? Try Corpus Christi, Texas or San Diego, California. Inexpensive and warm, with lots of things to do in the area. I'd say San Antonio, but it's hard to tell if there are already blue northerners (really cold snaps) or not. They don't usually hit as hard in Corpus Christi.

I'll have to agree Thailand. Of course, take stock that I am retired there, or, better said, here. Inexpensive but December is high season. Still will beat typical holiday resorts without a doubt.

Canary Islands are round 23 stages in December, very pleasantly warmth compared with close to 0 in uk - and warm adequate to get a solar tan. in case you opt for it hotter than that, attempt north Africa.

Depend on where you are going from...If you are going from UK, Dubai is hot as December and relatively cheap, also somewhere like Malaga, Teneriff, etc are not brilliantly hot, but are warm.

Stay well away from South Africa unless you want to return in a wooden box. Their crime rate is the worst in the world and you should take a look at www.crimexposouthafrica.org
