H30 couldn't possibly exist as is. It would have to be H30+. One of the answers above is a great explanation why (about the rings and the numbers of electrons). Therefore, if it is H30+ it'll be an acid; a very strong one.
Now to go back to your question, would it be wetter? Well, do you mean, is it more viscous? if yes than Hydrogen Peroxide is more viscous than water, but the molecule for Hydrogen Peroxide is actually H2O2. It's chemically presented as:
H-O-O-H.

Because of how molecules pair up, H30, if in fact you were actually able to produce it, would be an extrememly unstable substance. HO is possible to make, though-it's hydrogen peroxide.

Um...HO is not hydrogen peroxide...it's an alcohol
H202 is hydrogen peroxide
H30 has a positive charge and it is very acidic

and wetter then water is not really a question

No, H3O+ is the hydronium ion, the hydrated form of an acidic proton, as in:
