Contact the Singapore Immigration officials. They can send you all of the requirements to practice Medicine there, or refer you to the Medical board of Singapore.

I think you ought to get the M.D. Then, I think no matter what country you go to, you've got to take a test or do some kind of certification like that to be able to practice there. It's probably those kinds of rules in Singapore.
