if by diameter you mean the diameter of the semicircle and not a complete circle, then

Circle Area

Diameter in this case, is the radius.

A = Pi * r^2
A = Pi * 14^2
A = 196pi
A = about 615.7522m^2

But if by diameter you mean of the complete circle, then

A = (1/2)pi * ((d^2)/4)
A = (1/2)pi * ((14^2)/4)
A = (1/2)pi * (196/4)
A = (1/2)pi * 49
A = (49pi)/2

Area of the circle is given by pi*r^2.Semicircle is half of the circle.
So the area of semicircle is 1/2(pi*r^2)
Now the diameter is 14m,so the radius will be half of it that is 7m.
Now substituting the values of r=7 & pi =3.14 in the aboue equation we get ,
area ot the semicircle=1/2(3.14*7^2)
=76.93m^2

The formula for the the area of a whole circle is
Area = Pi * r^2
r is the radius = half the diameter so 7 m in our case
so we have Area of half the circle is (Pi 7^2) / 2 = 3.1416 * 49 / 2

Area of whole circle= (pi or 3.1416) times radius squared

Diameter =14 m.
What is the radius? It is half of the diameter.
Take that radius and square it (multiply it times itself!)
then multiply that answer by (pi) or 3.1416
Good. That is the area of the whole circle.
Can you figure it out from here?
Remember do the area of a whole circle first and then now you divide by two, you only want the area of a semi-circle!

the formula is (pi X radius squared)/2.
Radius = 1/2 of diameter.
so

area=3.14 X(14/2)^2
area=3.14 X 7^2
area=3.14 X 49
area=153.86
area=76.93 sq m

since the diameter is given the formula for area of a circle is pi*D^2/4 since it is a semi circle then the area would be pi*D^2/4*2

3.14*14^2/8=76.93 m^2
