A small fraction of the water molecules will naturally disassociate into OH- and H+ ions. The hotter the water, the greater the size of this fraction (though it will always be small).
The more ions that are present in the water, the stronger the electrical signal that can be transmitted.
So - Hot water will be the "best" conductor. It will be a LOUSY conductor, but it will be the best of the three.

Temperature plays only a minor role in this hypothetical. The reason is that pure water, H2O doesn't conduct electricity. It acts as a medium in which soluble electrolytes conduct electricity. To that end, concentration of these electrolytes may be effected by the temperature of the water and as such effect conductivity.

Actually water in itself doesn't conduct electricity. There's usually a metallic content in the water and the water acts like a "catalyst." Warm salt water would be a good conductor.

All the arguments presented for pure water being a poor elecrical conductor are true. But, to answer your question, I would say hot water would be best because the intermolecular collision frequency would be higher.

If it's distilled water, it won't conduct electricity at all. Distilled water has no ions floating around in it. Once you dissolve something in it, you have ions. Then, the current can pass through the ions.
