as a Gas station Manager in Oregon, I hear that California much higher and people come to my station to fill their tank before going into California, I also hear complaints for people from the Carolina's about how much higher our gas is than theirs. so I would say that the lowest prices are in on the east coast below D.C. while the higher prices are on the west coast.

I live in Arizona and the gas here is always more than the national average. California is usually the highest and I could only guess that Texas is lowest.

The hihgest gas prices are in California, because California has the highest state excise taxes on gasoline and imposes the highest standards of gasoline quality.

It has to be wisconsin because our gas price here is $3.09 for 87 octane. The reason being is that we have the highest taxes on gas in the country. Supposedly the reasoning behind it is to fix the roads each summer but they don't seem to be very nice, that's for sure.
