Its this bacteria. mine had it too. talk to your petstore near you and they will give you a medicine to cure it.
you also need to clean the tank and treat it so no more bacteria can grow in there.
You can find out exactly what your fish has by visiting this website.

Missing scales isn't much a disease, but some injuies. Ur g-fish may have been bump into sth sharp like glass in Ur tank. Take care of it, fresh water, sufficient food supply, If U like it, U might as well separate it from the others (just in case others bully this patient).
I've had little guppies with broken tails, but I just do what I typed above, & they're all fixed after 1 or 2 months.
Look out, if the scales on Ur fish looks like exploding--they all expand out instead of sticking to the body, that means U have to look for treatment. Go back to the pet shop where U get this fish, & ask for the propriate treatment--a kind of sandy chemic.
Ur fish might was sleeping when it float in one spot. It's great to see him turning back to action again.
Take good care of him> He loves that!

fish has an injury and the white hairs are a fungus growing on it
go to your local pet shop for medicine or you might try a salt
cure, you'll need rock salt (ice cream salt) or aquarium salt
try 1 tablespoon for 10 gallons of water, change the water in 3 or 4 days and add salt again, keep doing this till he's well
