No, when we first meet someone we don't kiss him on the cheeks, at least not here in northern Italy.
I'm a woman and I don't kiss everyone on cheeks, only my family and friends. If a man I barely know tries to kiss my cheeks I immediately separate to him.
Every Italian has a personality and I don't like to kiss on the cheeks every people I know, it's a very intimate gesture.

Yes, this is completely normal not only in Italy, but in many European countries - it's fun too.
