and how did you get to your answer.
Letter 16 = O

Let me give you hint number 1 (as Im sure there are going to be many more)
You are working on the wrong track... Try think a bit more out of the
box.... Its not a numerical sequence where you can add and subtract etc..

Have another bash now.. Can't make it too easy !!

Its both a sequence and a rhyme...
So you need to apply a small maths sequence to is to get the rhyme...

Taking the first letter, but moving it one later in the alphabet, you get:

U, Q, P, G, P, G, O, U, T, G, U, G, F, O, T, O, U, U, U, F, G, T, U, T, G, U, U, F, U, U, etc.

For your question you needed 13, 14 and 15 so the answer is:
F, O, T

If anything, I'd say that letter 16 is not O but rather G. If you break up this pattern into sets of 3 you'll see that the second set are G,P,G then G,U,G. The value of P is 16 and the value of U is 21. I'd say that makes 16, 17, 18 G, Z, G. (Increase the second letter by a value of 5 as shown in the previous set).

As for 12, 13, 14. I'd say S,W,V.
UQP -> 21, 17, 16
OUT-> 15, 21, 20
SWV -> 19, 23, 22

I've seen a similar riddle before where it was the first letter of the first few natural numbers in another language.

I don't think this is any sequence at all.

All the letters you have typed in seem to be random.
