I did some temp work doing housekeeping at a couple different hotels in my town, and they ALL put the TP over...

The only exception to this rule is if you insist on leaving the bathroom door open and you have an inquisitive toddler-- then it's gotta be Under!! or you'll have a whole roll of TP all over the bathroom floor!! lol

Over, of course! More efficient way because you can use one hand and it won't unroll on it's own. If you're referring to the wiping motion used once the supply is retained, I wouldn't suggest over or under at all, but rather 'round and 'round! :-)

Over the top. I want the underneath side to be the one touching my rear - it's more sanitary. The outside side is soaking up all kind of germs in that stall! LOL!
