Have ran in to this problem many times at my old employer, and the end result was always replacing that pricey unloader I would like to find out once and for all what go's wrong with these things.It's an xmv 3g30 ,3000psi,3400rpm,Honda engine WITH throdel.Thanks-scoot

This is a pressure trapping unloader. More than likely after rebuiding or replacing it, it is being adjusted too high.
If you let go of the trigger, the unloader should go into bypass just after water flow from the gun stops.
If it continues to build bressure after you let go, set the pressure lower so that it doesn't max out too high.

Also, replace your nozzle at the end of the wand. They wear out fairly fast in "hard" water.

If, while the gun is off, it continues to cycle, or surge, replace your leaking O rings in the couplers.

Also, don't constantly pull and release the trigger. That will wear out the seals in the unloader faster.

Consider changing to a flow actuated unloader like a K-7.
