Natural disasters as well as un natural ones give the Feds reason to suspend more liberties, look at Katrina in New Orleans, people starving, forced to loot stores for food and water and your government shoots at them?.
9-11 brought searches of your morning commuters, you hold people in jails(Guantanamo Bay) for years without due process. To take away any abuse of the Federal Government, you have to hope for a decade or 2 of prosperity, with no wars getting in the way , then and only then, could the power of the feds be taken away. Voters would have no reason to believe the doomsday scenarios politicans spew out to keep themselves and their friends in power. Give America back to the people, not the elite. The U.S. was founded in response to an over-bearing monarchy, now you have a over-reaching President that has done nothing but ensure that your children's children have a national debt that you'll never get out from under. No problem there though, George Bush
the fourth will just go to war with all your creditors..

Nothing can be done now. It is up to the Senate and Congress, and they are too buddy buddy with Bush to take away his power.

Natural Disasters will only enhance his power as he will be able to declare "Marshall Law"
