I live here and I have heard nothing of the kind. There is a military airport in one of the neighbouring villages, but it's not in a very good condition, and, from what I have heard, it has not hosted civil flights in a good many years, nor is it likely to.

If I here something about it one of these days, I'll let you know, though :)

Why not fly to either Sofia, Bourgas or Varna (loads of flights); then take a train? Ruse is on the main Istanbul to Bucharest line, by the border with Romania, so should be easy to reach. It's also possible to fly to Bucharest and take a train south to Ruse. This is by far the shortest route in terms of distance, but involves a border crossing. The bridge over the border / Danube river ("Bridge of Friendship") should be open for all passengers these days.

As far as I know, there is an airport of some sorts at Ruse, but it's not currently open to passengers.
