By an afternoon of fun, I presume you mean going to the circus with them. This is risky, they might be militant animal rights activists, and could take umbrage at being asked to watch performing elephants, so tread carefully.

more people should do it.......but be careful how you phrase the question i.e. " i was thinking of having a cool beer in the garden do you want to join me".......is good, but,
"hey sweetheart do you fancy some fun" might get you into trouble.

some neighbors are fine that way, but my advice is to be ready for them to tell you "you are nuts". if they say no to the fun in the sun then that doesn't hurt any one, and they will know, you are up for it the next time they want to do something neighborly. so it don't hurt to try ..go for it!

DO it!!!,but do it gently!!! Some people like their own space, but AL you can do, is offer them, a piece of your space??? If they say "YES"? THEN GREAT. If they say "NO"? then dont get upset, it's their loss!!!!! At least you made an effort!!!!
