it is not up to the government to raise children properly, parents are responsible for teaching children respect.

you can't stop any crime. That is like saying what can the government do to stop theft, murder, rape, or terrorism. You can not stop people from doing things. You can make consequences to discourage them, and you can lock people up that do the crimes to prevent them from doing them again. That is about all.

When it comes down to it if you are willing to accept the consequences you can do anything you want and no one can stop you. This includes painting graffiti or killing anyone you want.

I think the government already does a pretty good job of minimizing graffiti in most areas. If you are worried in your area you can get support for them to raise taxes so they can higher more cops to do a better job patrolling, or you could set up a neighborhood watch which is free.

I don't think graffiti is a big enough problem to raise taxes over this means the government is doing good enough. Remember each time the government does more the money has to come from somewhere.

encourage graffiti as an art form and provide places where it would be acceptable to make graffiti. In our community a large train making company employed some graffiti artists in the area and now these people specialize in customizing trains with logos or art. The trains are fascinating to look at and companies use them as moving billboards.

it would be good if the if someone could create some kind of solution to coat walls and metel shutters, (as these seem to be the main target for graffiti,) so that when the offender comes to draw or write it will just evaporate in to thin air, but not sure weather the government would agree it will cost them

No easy answer here, but in New York, and probably elsewhere. they require an I.D. for young people to purchase spray paint. I could be mistaken, but I believe it is a criminal offense for anyone under 18 to purchase or possess spray paint.

Another reason for this is the problem of "huffing", where the fumes from spray paint are concentrated and inhaled.

I think we should cut of a hand & if they repeat the offence, cut of another hand!
They'll soon go off the idea.
I've heard all the sob stories I can bear over these Sad individuals, they do need a short/sharp shock.
They blight neighbourhoods, scare lil old ladies & really expect us 2 beleive that they can't help it.
Tagging in difficult 2 get 2 places is an Addiction, is it?
& there was me thinking it was called Criminal Damage!

IF they are caught red handed, Governments should have them fined or have them pay for it to be removed. If they don't have the money, have them scrub it till it's all gone-that way they will realize how much hard work has to go into removing it and correcting the damage.

Grafitti can be art, but if the owner of the property does not give permission then it's a crime -- destruction or defacement of private or public property. Flogging could help abolish those urges. Would you like it is someone painted on your car? I wouldn't.

The UK government has introduced Antisocial Behaviour laws. Basically if you see someone grafitting your street/ hanging around/ making lots of noise/ drinking on st corners... contact your local council.

It's a form of Art. In some places, like where I liv ein Philly, many of them were hired to do local murals.
