Yes. Photoshop definitely but its so expensive. For a free alternative visit www.gimp.org to download The Gimp. It's almost as good as Photoshop. Some say it's better.

If you are referring to resolution, ie. magapixels, then no. If you are talking about contrast, sharpness and colour levels thn use Adobe Photoshop or Paint Shop Pro.
