i'd say true so that when i do something stupid i can blame someone else for doin somthing clever

After night we have day, which is a physical balance. But smart and dumb aren't the sort of things that require balancing. As I see it, the fewer the dumb things that happened the better the balance would be, by which, I mean men would be making better choices and so things would work better and we'd all be happier and feel more, not less in balance. It sounds like someone has fed you the theory that for every action there is an opposite and equal reaction to the point of ridiculousness.
That theory has to do with scientific phenomenon, not the admittedly odd workings of the human mind.

But in the sense you are thinking of, balance is a high wire act. We fall off when we do the dumb thing.

False, except that as we all know - for every action there is an equal and opposite reaction.... so maybe.
And all the dumbness is gravitating towards George Bush and the Israelis
