To safely turn off a computer, I would suggest the
following:

If it is a computer running any version of Windows 95 or
greater, then click the START button and then choose the
SHUTDOWN option.

It is a computer running a another operating system then
Windows, the shut down procedure should be similar, but
make sure to look at the user's manual for further information.

Just take the computer back to where you bought it.
If they ask you why you are bringing it back just tell them you are too stupid to own a computer.
