There is a tribe in Africa that put rings around the neck that they wear 24/7 and they keep adding rings until the neck is very long. You could wear a neck brace at night.

If you want your neck to look longer, wear short hair, long earrings and v-neck shirts/tops. The more cleavage you show, the longer your neck will look (of course, there are limits!). After that, you can put some necklaces, but something small and delicate, so that you'll neck will look longer in comparison.
