The Outlook of the country...
Most of the western countries are not ready to start business in Pak.. So no much FDIs.. probably some middle east support may be there..

Stress on religion from fundamentalists..
The economic policy..

Lack of access to capital. In order to start a company, you need equipment, buildings, raw materials, and other resources. Without these things, there's not very many businesses that are open to you. This forces the average person to seek employment from a person who does own capital. If those who have all the capital don't feel like putting it to use, then you have more unemployment and more people competing over the few jobs that are available, agreeing to lower wages, longer hours, and poorer working conditions.

In many rural areas, this is irrelevant. It's a different economic system.

In the urban areas, I'd say the most significant is due to the influx of unskilled refugees, as well as the inherent instability in the economic structure as Pakistan integrates into the global economy.
