While India has made great strides in research and the sciences,much has yet to be done in the fields of social sciences.The things that drive a modern nation,the tools that have shaped modern science,are based on the concept of the power of the individual.The individual cannot rise to their fullest potential in a caste system.
You need to perfect a system to search for the finest minds in your country,and develop those minds,nurture them,and give them free rein to rise to their potential,and you need to ignore that individuals race,socio-economic status,religion,and gender.
This is not an easy challenge,but if you can create such an environment,you will stop the brain drain,which costs you so many of your greatest minds.
You need to end the tyranny of money.This may sound ridiculous,coming from an American,but let me be the first to point out that the problem with our economic system is that there are too many losers,ad too few winners,in our free-enterprise gamesmanship.It is detrimental to our society to have a group within to view the rest as objects to prey on.Money is power,and no government can afford to have too much power concentrated in the hands of less than 5 % of the population.Money must be earned,through some form of work,not merely accumulated generation by generation,as in the case of landlords and money-lenders.

In order to change India one must first change the mindset of most Indians, most Indians I know have this zealous patriotism that hinders progress, they believe they are better than all and therefore see no reason for change. Don't get me wrong India is a country that is very rich in traditions and culture, but when it comes to political and scientific changes they seem to shun other ways.
Also India needs to take huge steps to wipe out corruption. As long as you have corrupt officials there is absolutely no chance that change will ever come about.
And lastly start to invest more money into the infrastructure, with over a billion people the existing infrastructure in not adequate in meeting the needs of the population.

India's known history dates back to 5000 years and don't give a damn to curse of 400 year fellows. It is a country which has progressed within a short period of 59 years after independece in all spheres. The people who fear their jobs will be lost to Indians should not shout from rooftops. The economy is robust and development activities are in the right direction. It is the population growth in India which is pulling back the progress achieved and even with this, the progress had been phenomenal.

Developing the country is not a one man job. But developing ourself definitely IS !
If even a few decide to their very best , at the right age, the country develops on its own !
Those interested in science are already at their best. They are not allowed to really do their best in India, and hence go elsewhere. The best Indians seem to find more appreciation outside. So it is upto average Indians, to decide whether to allow the best to remain safe within the country !

Population is also high.
One among the greatest democratic country.
There is unity among diversity.
Be proud that a scentist is the president and is guiding young generations.
There are opportunities for research in India; but one must take effort fot that.
