go to www.hddguru.com and download the low level format tool but i wonder why u like to use low level does ur hard disk has bad sectors, if so, download hdd regenerator.

For low level format and partitioning you can use tools spesific for this, such as Partitition Magic, or use the low level format tool for the spesific harddisk, which is provided by the manufacturer. Check the internet site of which ever harddisk you have, and download the tool.

Low level formatting is no longer required on harddisks. It's been that way for at least 10 years.

I sense you want to get rid of all personal data.
Use GDISK, it's a Norton Ghost product. Or you can create a Linux bootdisk which can do the job:

If i'm wrong, and you want to repair a harddisk: if it's making funny noises, or NO noise at all, you'll probably need a replacement.
Since about 5 or 10 years, low level formatting isn't done at home anymore. If you're trying to repair something, i recommend reading this:

Gee, I wish everyone would catch up with the technology! A 'low level format' is something done in the factory on a million dollar machine.
Also, wish you would let us know if it were an ATA, SCSI, or SATA drive, and, more importantly, the make of the drive!
You'll need to go to http://google.com and search the brand name, or
lookup 'low level format' that will bring back lots of pages from all the drive makers, and you can click on the correct program to use!

Given the fact you are asking this question, you should find a qualified person to perform the task.
A "low level format" can destroy your hard disk if not done properly.
Perhaps you actually mean "format."

get yourself a copy of fdisk.
or partition magic.
or for a fee I will come round to your house and wave a magnet over your disk.
