In general, touring machines are larger, heavier, and designed to carry large amounts of luggage. Their performance is geared towards hours of comfort instead of performance.

The cruser is usually engineered for shorter trips, with greater performance, and a more active riding style.

Tourers were made for bikers who love to ride. They are durable bikes that can ride across the country. Cruisers are not for riders. They are for people with too much money and like to make an entrance. These bikes must be trailored within a mile from the destination and then rode in. Any further than that and they start to fall apart.

The term "cruiser" is used to describe bikes designed primarily for outward appearance. Long chops, flat seats, complicated (and expensive) paint, awkward bars, small oddly shaped fuel tanks, lots and lots of chrome, etc. These are for "cruisin' the boulevard" (and no, I don't mean that behemoth that Yamahondakawazuki is building these days).
The term "tourer" is for long-haul motorcycles set up for cross-country. They have comfy seats, full farings, usually a lot of gizmos, enormous fuel capacity, practical engines (usually partially concealed by the bodywork), luggage attached, and cup holders (!).
The difference is night and day, or "Big Dog" and "Goldwing" if you like.

A touring bike usually has much more comfortable seats for the long haul, and lots of storage capacity.

Touring bikes are for the long haul in comfort. Cruisers are for the long haul with not as much comfort......This is for Rescue Panther, I've never "trailored" my cruiser anywhere, no matter how long the distance.

Cruisers are chromed out, pretty bikes used around town.

Touring bikes are functional, comfy bikes used for highway road trips.
