No it wasn't...it started out as a shipping port. Portland is one of my favorites out of all the places I've visited.
If your question is because there are a lot of homeless people there (many of which seem to be insane), that's because the city is really working hard to help the homeless...so a lot of homeless people move there.

Not that I know of, I fully believe that Westland michigan was, and detroit created for insane drivers!

I'll be heading thru there on a road trip. A friend of mine that moved there said it is is AWESOME...so i'm kinda curious :)
But come to think of it...he is a lil insane. But so am I :)
