The answer to both is, you shouldn't. If their bad habits are so bad they bother you or mess up your life in some way, make new friends. If their bad habits hurt them, point out your care and support them, but if you nag, don't hold your breath waiting for change. You can't nag people into not doing things you don't like, and they will eventually not want to be around you.

First, be a good example yourself.
Second, if you really care about your friend and want to help him, go talk to him, in a serious way. Tell him you do care about him and don't like seeing him doing any bad stuff he's doing, and let him see the bad results his acts can have. His parents must tell him the same thing all the time, but they're his parents, he'll listen if it comes from a friend his age.
Now, if he isn't your real friend, then you should stop hanging out with people who have bad habits you don't like. You should try to hang out with people similar to you.

Teach them first of all habits and then show them the difference between good and bad. Then tell them you follow all good habits and you have all your friends with good habits. They will change their bad habits to good.

Short of including your friend when you engage in positve activities, not much. You would not react well if someone decided that your actions were negative and you should stop. Nagging doesn't work.
