It's not clear what you mean. A folder on a hard disk (made to contain files) has several attributes - filename, creation date and time, permissions, for example - but there is no scope for any text details or notes apart from that. Most other things classed as 'folders' (containers for other objects) behave in the same way.
If you specify what kind of folder you are talking about (in which application or operating system) it will help in answering the question effectively.

To create details on the folder, right click on it and click the properties inside the menu and and click "advace". In ther you can put many details that has been specified.

find the folder, right click on it...from the list that pops up choose rename, change it to whatever you like
