Wouldn't you say it is about time people took responsibility for their own actions and stop looking for a culprit other than themselves in everything bad that happens to them?
The length to which this country goes in order to keep everyone trouble free and never having to cope with anything in life is ridiculous and would even be comical if it wasn't because the quality of some people borne out of this system is seriously worrying.

I doubt it very much, if it were their fault, then perhaps you would be covered - for example you tripped over a broken paving stone, as property maintenance is their responsibility.
I think though, as the current resident, it is your job to keep the place clean, so any leaves lying around are yours to sweep up, so any accident resulting from said leaves, would be your fault.
