The circle on the sign is just a big arrow to show you the direction in which to travel- that is why it is broken xx

You are not supposed to make a full circuit of the roundabout. You are supposed to choose your exit before you enter the roundabout, and not circle then choose. If you think you cannot go around as shown on the sign, you will be more likely to do this.
If everyone entered, then chose their exit whilst circling, it would be very dangerous.

if its a blue sign it means its a mini roundabout, the idea of the broken arrows is that it gives you the impression that the traffic is MOVING clockwise round the roundabout.

I think the idea is to show that going all the way round brings you back to where you came from and is kind of pointless.
