1.Traffic Exchange Program
2.Classified Ads
3.Safelist
4.FREE forum ads
Most of them are FREE to submit your URL.

Make sure it has quality content then submit the url to search engines. You can also pay to advertise...which is really the best way for a business site.

I'm not sure what kind of website you have, but you can sign up for many sites ( like myspace, lost cherry, ect.) that let you use HTML. you can advertise on these sites. also on myspace...you can join the "whore train", and get lots of friends to view your page resulting in them seeing your advertisement

Try a stupid way that I thought of... Go door knock give flyers and ask them to check it out online =D
