I've noticed that almost all cruiser, chopper, touring cyclists and even scoots wave to one another as practiced for decades now, but only about 25% of bullet bikers do. Why would this be?

Because they are normally younger people who don't know about it or are to cool to have respect for people on inferior machines. They are punks in general terms.

Depends on where you meet them and what they're doing at the time, fella.
Sport bikers will wave if: a) they see you coming; b) it's not in traffic; and/or c) you wave too/first.
See, Sport riding is individual, experiential, almost Zen in the way it absorbs the rider. Touring/Cruising is communal, goal-oriented (are we to Hooters yet?), and can require a lot of stimulation for the rider outside of the ride - headphones, music, cell, drink, smoke, honey, gages, GPS, what have you strapped to the faring.
Neither kind of riding is "good" or "bad", they just don't mix well. So while Sport bikers may wave if they notice and have the time, they are not looking for validation of their "coolness" or "status" or "brotherhood" or whatever the Effing Heck the wave is supposed to convey.
So wave, and if they wave back, or nod, or smile (if they are wearing open-face) or flash their lights, or beep, or do whatever in response, consider it a hearty greeting. And if they don't, figger it's not you, it's them.

One reason the sportbike riders have switched to the head nod is because since we accelerate faster our hand is busy working the clutch. I don't think not taking your hands off the handle bars for lack of control has anything to do with it. That's just dumb. I can wave while in a tight curve but I don't expect them to do the same thing. I have noticed 3 out of 4 cruisers wave back at me. I will wave at that fourth one everytime. And I tell all my friends to wave at cruisers too. Maybe then they will start to get the point. If not, it will at least irritate them.

It depends on where you live! Here in Texas almost all sport bike and touring riders do the wave. Harley riders never ever wave back! There very afraid of letting go of the handle bars or looking to the sides. I don't blame them!! Bad bikes plus most only ride when it's sunny and on the weekends. LOL

Sport bikers tend to be very intense about their concentration on the road. By the time they see another biker they may not have time to wave. If they lift just one hand it tends to make them off balance and they steer to one side, dangerous. They almost need to let go with both hands and sit upright to wave which is not safe either. I have started seeing a nod of the head which to me is sufficient acknowledgment.

I think what you have experienced is a coincidence. Most motorcycle riders wave no matter what type of bike they ride.

Suggesting sport bike riders can't wave because of the riding position is, pardon me for saying, kind of ridiculous. If you bike is in good condition and you know how to handle it, you should be able to let go with both hands (don't try this at home kids).

Depends. I ride a cruiser myself, and usually get waves from sport bikers and fellow cruisers alike. Not to say that there are those who don't wave from either community.

The only people I wont wave to are folks on scooters or the trike people - trikes aren't bikes.

We're not punks just because we ride a sport bike... we always do the "wave" most of the time those on cruisers don't acknowlege us when we "wave" to them. We also ride cruisers, we're respectful to everyone. And when I say we, I mean my husband and I.

They are not used to non-rocketeers waving to them, for one thing.
For another, their riding position. They don't take their hands off of the controlls, so they wave quickly.

If they let go of the handle bars they will crash... more than likely it's related to a coordination problem - you know like "can't chew gum and walk at the same time."
