DC doesn't have a senator in congress, so they are complaining that they should have a representation, or else not have to pay taxes.

Residents of the District of Columbia do not live in a state, therefore they have no representation in Congress.
The slogan "No Taxation without Representation" alludes to the state of the 13 colonies at the time of the Revolutionary War. I think the license plate actually says "Taxation without Representation," in which the residents of D.C. protest their lack of representation in Congress.

Hmmm. Not really sure what your point is, but the Constitution forbids taxation without representation, not representation without taxation. Many low income families pay no tax. They would fall into the representation without taxation category too.

It is no taxation without representation...
It means all have a say in how our government works. That's why we have congressmen and women in Washington...wasting our taxes. (for the most part)
