The answer to this question lies within. As it is a well known fact that wise has different definitions for different people. Like a Terrorist will consider himself wise if he will carry out the sabotage work assigned to him succesfully by making the security personnel fool. Similarly, a cheater will consider him wise if he will make someone fool and thus deriving monetary benefit or otherwise.

But in my opinion the person with lot of common sence and a big heart is a wise person. In addition also who can reasonbly forsee the outcome of things being done or proposed to be done.

A best way to be a wise person is helping others and treating people the way you want to be treated. Becoming a wise person you have to learn about the truth of everything. And following all types of rules.

Wisdom is thought to be a skill that is developed over time. When in fact is it a skill that we are all born with. Whether or not you listen to that voice is a whole other thing. In order to grow wise a person should seek righteouness. In seeking righteousness the aura of righteousness will guide you. The test of your wisdom will be when you have to do something that is against your better judgement. will you or won't you. Try it, try it boh ways and see which one gave you the beter overall results. short-term, long-term, it works

congratulations you are now a wise-man

Listen to smart people (humans have 2 ears, but only 1 mouth - therefore, spend at least 2/3 of the time listening to others.)
Read a lot, and read different viewpoints.
Pay attention to current events.
And study history to gain an important perspective.
Ask probing questions, such as why and how.
Give other people credit.
Be humble and gracious if you are ever complemented.
Say please and thank you.
Clean up after yourself.
Wash your hands frequently.
And check with Yahoo! Answers from time to time.

If it was that easy to become a wise person, won’t we all be one by now? I feel, in order to become wise, first you need to know about yourself, who you really are! Have loads of confidence and know what’s good and bad! Listen to your heart and be compassionate! Most important – PATIENCE IS VIRTUE! With all these qualities, in due course, people will recognize you as one hell of a human being! Good luck!

Pray
Read the section Hebrews in the Bible.
Read Proverbs and Sirach (this one is in the catholic Bibles only)

Try to be patient and to treat other people the way you would like to be treated. Choose to think the best about people before the worst.

God Bless You, ;-)
Really Read Hebrews, the First few Chapters.

It is no longer enough to be smart -- all the technological tools in the world add meaning and value only if they enhance our core values, the deepest part of our heart. Acquiring knowledge is no guarantee of practical, useful application. Wisdom implies a mature integration of appropriate knowledge, a seasoned ability to filter the inessential from the essential.

You must first start by listening not only with your ears but your eyes as well. Keep your eyes and ears open, trusting only half of what you see and hear. This is the best way that I can explain!
