Why do people say do not be a follower but be a leader? If everyone is a leader than who is there to follow?

To answer your question, personally I think it goes much deeper than that.
You see, not everyone can be a leader but its not the concept of being a leader that we should strive towards, it is possessing the qualities of a leader that we should always strive towards.

Even a follower should have the heart of a leader so that when a fellow follower falls along the wayside, that follower will be able to pick that person up and carry on.

I mean, just think about it, if we all just wanted to be leaders and didnt have the right heart, then the definintion of a leader would be altered drastically.

We would all become egotistical and proud and be of no benefit to our followers.

Maybe what you should realise is that, in their own capacities, leaders are followers too. Without their followers, they resort to nothing. What is the sheperd without the sheep?
Meaningless.

So the leader looks to the followers' needs and wants and in this way, their roles often interchange, bringing about the balance needed to stabilise society.

Followers are necessary. If everyone was a leader, then the world would currently have about 6 billion competing factions--one for every person on the planet. This would be absurd as well as untenable. People say "be a leader" because in theory they value leadership, and they don't like to admit that they're followers (probably). It is a problem with self-perception, as well as an innocent system of "romantic idealization." The U.S., after all, has a history of rugged individualism and striking out on your own--and so this be-a-leader mentality is sort of ingrained into us.

But, yeah, followers are necessary. People are needed to drive the buses, as it were. People are needed to implement ideas that people in positions of leadership have--or else ideas would rarely get realized. There would just be a world of people who had vision and yet who had no one to carry out that vision.

It is our mind that make us a follower or a leader. Some believe seniority, brain or action creates a leader and the lesser are the followers.
However, if your believe in yourself, you are already a leader and why do you need a follower?

Whoa....my mind just snapped. That, my friend, is a good question. I'm sure that saying was developed to inspire people to do their best and aspire to be a leader.

I don't think the first person to say that thought of the outcome you've brought up.
