I have the number of this guy, it starts with 07** (mobile number), but when I dial this, I must put the country code in front (00 44)... so I dial 00 44 07 ***but operator says that such a number won't exist. How must I dial? Should I throw away that zero and just put it 00 44 7*** ?

Yes you have to drop the first 0 after the country code so 00 44 7***

if the guy lives in london and you are out of the uk dial 00 44 7 etc. drop the 0 infront of the seven.
