Try TJ Maxx or Marshalls if there is one near you. If not, may be Nordstrom Rack would have it...all of the above stores offer quality merchandise at discounted prices. The first 2 will give you the best deals...

I get White Stag black trouser socks at Walmart. They're relatively inexpensive and don't run very easily.

Try Wal-mart...they have knee socks for $1-3 dollars...even the Dollar Stores have them....

Unfotunately, Wal-Mart. I appreciate all the comments about their underpaid workers. My mom works there. Still she hasn't asked me to stop shopping there. I suppose this is a big enough subject for another question.
