That's like asking should Andrea Yates have gotten off for the drownings of her FIVE children, when people who do other types of criminal acts get much harsher punishments?! Even though he did kill people, I believe he tried to make up for it during his imprisonment. He created children books and did other things to prevent future generations from creating the same life-altering mistakes he did. He used his publicity of being a co-founder of a gang to let others know ahead that a gang life probably isn't what you imagine. But by law, he had to pay for his mistakes.
