Because their car is their own little fortress of solitude. A tiny one-person republic where people are free to pick their noses or apply mascara.

why? because usually the a/c or heat dries up the nose and then all those crunchy things start intching. As to why they can't use a tissue? Who knows.

better than sufacating from blocked nasel pasages than suffer because of ediquitte rules. everybody has to clear their noses at some time someway.
